The Department of External Affairs handles with the direct involvement of affiliations and partnerships with foreign associated groups, often being called the "Face of the Foundation", its one of the most vitally important administrative bodies handling most of the external engagements and discussions on behalf of the Foundation.
The Department of External Affairs (DEA), handles with the handling of foreign affairs and services usually by extension of their external exchange program (EEP), wherein they handle interdepartmental communications on behalf of the Foundation for better connections with our groups of interests, and affiliates alike. Ensuring a smooth diplomatic integration.
The Department of External Affairs is a Civil department that is tasked with providing support on raid management, handling affiliations, handling programs, as well as monitoring foreign groups for potential affiliations, and reviewing documentation and paperwork submitted by groups of interest as well as foundation staff on the basis of inquiries into Groups of Interest.
Ambassador Branch
The Ambassador Branch (AMB) is a branch dedicated to maintaining affiliations, and creating new partnerships, they are the primary delegations to groups of Interest, and SCP Foundations alike. They handle with the bulk of the work that make up affiliations.
In addition they handle with a majority of the paperwork involved. They're generally tasked with staffing embassies for the purpose of representation. Though they do handle with the production and storage of contracts as well as mnegotiating terms of the contract for the other branch to handle with.
Their core and primary purposes is to be the "Face of the Foundation" aspect that is traditionally associated with the Department of External Affairs, however they do not engage with interdepartmental communications, they only directly handle with external groups which is separate from the other branch in that they handle committees that are specific to them.
They also can directly issue group blacklists on behalf of the Foundation as they're directly associated with diplomatic relations, and have the authority to create decisions on behalf of the Overseer with Director, and Ambassador approval. However the Overseer, and/or O5 command can always overturn this decision.
Programs Branch
The Programs Branch (PMB) is a branch dedicated to the internal communications and coordination of the department, that directly handles with communicating with other departmental command, and executives and in practice also handles with internal reports on the basis of programs, they also help with the External Testing Program (ETP), and the External Medical Program (EMP), which is based on the Scientific Department's internal workings and requires further discussion from the initial ambassador discussion.
Although they do not directly handle with Groups of Interest as to prevent a conflict of interest they can propose new ideas and integrate Groups of interest if they request to be part of the foreign exchange program, and thus become part of the Foreign Exchange Program's affairs. In addition to this they are also responsible for the handling of reports, and raid management due to the inherent nature of the "Raid Committee" not being part of affiliations but rather a structural aspect of the Department of External Affairs.
Department of External Affairs Applicants must use the Application Centre to submit applications to the department. Additionally they are not always available and do release in cycles, there is a limit that prevents individuals from applying, additionally keep in mind that they are going to be busy and admissions may take up-to 48 hours to complete.
